Identifying and Explaining the System of Strategic Issues in Education for the Revision and Updating of the Fundamental Transformation Document of Education from the Perspective of Experts and Educational Policymakers

Objective: The present study aimed to identify and explain the system of strategic issues in education to inform the revision and update of the Fundamental Transformation Document of Education from the perspectives of experts and educational policymakers.
Method: In terms of purpose, this study is applied research; in terms of its data-collection approach, it is qualitative and was carried out using thematic analysis. The study population included all experts and educational policymakers. Through purposive sampling, 45 individuals were selected for interviews, and 7 for a focus group.
Findings: The system of strategic issues in education may be classified into nine strategic issues: lack of coherence and coordination at the levels of management and planning; weakness in the quality, effectiveness, and implementation of curricula; inefficiency in the human resources system and teacher education; instability and low productivity of financial resources; lack of physical and technological infrastructure; weakness in the efficiency and effectiveness of the systems of research, evaluation, and quality assurance; weakening of national and international place; inequity in access to quality educational opportunities; and the absence of effective and systematic participation by institutions that have a stake in and influence over the educational process.
Conclusion: The strategic issues of education encompass a spectrum ranging from process-oriented issues and matters related to support, infrastructure, and enabling capacities to issues concerning the objectives, outcomes, and outputs of the education system. These do not operate in isolation; rather, they function within a complex and interwoven network of issues. Therefore, revision of the Fundamental Transformation Document should be undertaken through a comprehensive, systematic, and evidence-based approach grounded in the system of strategic issues in education, with these issues prioritized according to the intensity of their impact and their amenability to reform.
