fa مرجعیت علمی و ارزش‌های بوم‌محور در نقشه جامع علمی کشور Scientific Authority and Eco-centric Values in the Comprehensive Scientific Map of the Country تخصصي- كيفي Special-Qualitative پژوهشي Research هدف: در جامعه اطلاعاتی امروز، علم و فناوری به مثابه مهمترین ارکان توسعه و پیشرفت جوامع تعریف شدهاندکه به سرعت در حال تغییرند. بر همین اساس دولتها سعی دارند فعالانه در سیاستها و اسناد بالادستی خود، به مقوله علم و فناوری ورود کنند و در جهت گفتمانیشدن علم در سطح جامعه، سیاستگذاری نمایند. یکی از مفاهیم اساسی در گفتمان علم و فناوری روز جامعه که نیازمند توجه در اسناد و برنامه های بالادستی است مفهوم "مرجعیت علمی" و "ارزشهای بوم محور" است که در بیانات مقام معظم رهبری نیز مورد تاکید قرار گرفته اند و تبلور آن را می توان در اسناد بالادستی، از جمله نقشه جامع علمی کشور مشاهده نمود. بدین منظور پژوهش حاضر با هدف تحلیل گفتمان نقشه جامع علمی کشور و در جهت حرکت به سمت وضعیت مطلوب در حوزه علم و فناوری در جامعه، انجام شده است. روش: این پژوهش با بهکارگیری روش تحلیل گفتمان انجام شده است. جامعه مورد مطالعه کلیه مفاد نقشه جامع علمی کشور میباشند که به صورت هدفمند، راهبردهای سیزدهگانه آن با استفاده از روش لاکلاو و موفه و پس از متن خوانی و فیش برداری مورد تحلیل قرارگرفتند. یافته ها: مطابق یافته های حاصله، دال مرکزی این گفتمان «مرجعیت علمی نوآورانه» است که از طریق مدلولهایی همچون «علم بومی» و «اقتصاد دانش بنیان» ساخت معنایی خود را پیدا کرده است. این تثبیت با هژمونی «فرهنگمحور/بوممحور» حمایتشده است و زمینههای اسطورهسازی این سند نیز از طریق شعارهایی همچون «برپایی تمدن نوین اسلامی»، «افزایش تولید فناورانه به بیش از 50 درصد تولید ناخالص داخلی» و «مرجعیت علمی زبان فارسی»، فراهم شده است. نتیجه گیری:  اصول مستخرج عبارتند از: مرجعیت علمی، ارزش های بوم محور، نفی وابستگی، صلاحیت حرفه ای، شبکه سازی علمی، آموزش پژوهش محور، توانمند سازی، پژوهش تقاضا محور،تمدن نوین اسلامی.   Objective: In today’s information society, science and technology are defined as the most important pillars of the development and progress of societies that are changing rapidly. Thus, governments try actively to enter the category of science and technology in their upstream policies and documents and make policies in order to make science a discourse at the level of society. The two basic concepts in the today’s science and technology discourse in our society, which require attention in documents and upstream programs, are ‘scientific authority’ and ‘eco-centric values’, which are also emphasized by the Supreme Leader. They can be seen in the upstream documents, including the comprehensive scientific map of the country. This study aims to analyze the discourse of the comprehensive scientific map of the country and present solutions to move towards the desirable situation in science and technology in the society. Method: This study was conducted using the discourse analysis method. The study population is all the contents of the comprehensive scientific map of the country, thirteen strategies of which were purposefully analyzed using Laclau and Mouffe’s method and by reading this scientific map and taking notes. Findings: The findings showed that the central signifier of this discourse is ‘innovative scientific authority’ which has found its meaning structure through the signifiers such as ‘indigenous knowledge’ and ‘knowledge-based economy’. This stabilization is supported by the ‘culture-bound/eco-centric’ hegemony, and the myth-making grounds of this document are also has been provided through slogans such as ‘establishing a new Islamic civilization’, ‘increasing technological production to more than 50% of GDP’, and ‘scientific authority of the Persian language’.
